The shift to S-100 will deliver greater value than ever before in navigational efficiency by combining dynamic datasets through layers that can be switched on and off by the user. Mariners will be able to choose what they want to see and when, which will change the way data is packaged and sold to end users. There is still some clarity to be gained on how this will look, but S-100 is ultimately designed to create an abundance of opportunities for safer and more data-based navigation. Critically, S-100 will pave the way for a digitally connected and autonomous maritime future.
The following recommendations have been made based on our research linked at the end of this article and is designed to help maritime stakeholders take full advantage of the opportunities that the S-100 data framework offers.
- Foster collaboration and communicationÂ
Currently, there is uncertainty regarding the exact time frames for S-100 implementation and the readiness of products to support it. Many vessels are still using paper charts, and transitioning either to S-57 or directly to S-100 will be a significant leap. Given the complexity of timelines and the evolving nature of the framework, ongoing collaboration among stakeholders is essential to raise awareness, provide education, reduce uncertainties, and support a smooth transition.
It’s important to note that using S-100 is not mandatory, as S-57 will remain usable for the foreseeable future. Since S-100 involves integrating various data types, such as tides, bathymetry, and real-time data, collaboration between hydrographic offices, software developers, maritime authorities, and shipping companies will be necessary to ensure consistency and interoperability of the data and systems across stakeholders.
- Consider new training modules
One of the most critical areas with the introduction of S-100 is the need for new training modules.
Historically, there has never been a time where the depth information in an ENC could be altered, and now mariners are facing a scenario where they will be able to dynamically adjust depths, based on bathymetric surfaces and the water level information. Mariners therefore need to understand exactly what they are looking for in the data and be able to understand and manage these increasingly dynamic data sets.
A step change in training is required. This will require a shift from the current generic training modules to training that enables users to dynamically adjust the portrayal of information displayed on screen.
- Revise Safety Management Systems (SMS)Â
The implementation of S-100 will also necessitate revisions to Safety Management Systems (SMS). Companies should begin considering how to update their procedures to ensure SMS practices align with the new data standards. Crew members will need to be trained to handle multiple data layers, safety contours, and route monitoring tools.
Since S-100 systems incorporate more real-time and interconnected data, they also introduce potential cybersecurity risks. Security protocols must be in place to protect sensitive navigation data, such as vessel routes and real-time updates, from cyber threats.
- Invest in VDES and LEO satellite connectivityÂ
The emergence of LEO networks and the VHF Data Exchange System (VDES) standard for two-way communication is expected to play an increasingly important role in the future of navigation. Low latency, high-speed data transfer will be essential for exchanging data between ship and shore and supporting the integration of data that is required for S-100 products.
Industry stakeholders should consider how and when to invest in communication infrastructure, including VDES, to ensure their vessels are ready to handle S-100 products when they are available.
- Prepare and plan for the dual-fuel ECDIS period
During the transition phase, vessels will need to handle both S-57 and S-100 data formats. Stakeholders should ensure that their systems are equipped to operate in this dual-fuel mode, allowing data that is in both a legacy format and modern format to function until S-57 is eventually phased out.
