Structural and Technical Barriers Blocking Effective Cargo Data Exchange

Legacy infrastructure still shapes how cargo data moves across the industry. This insight outlines the structural and technical constraints, such as incompatible standards, outdated systems, and unclear data ownership, that prevent cargo data exchange from scaling reliably across global networks.

Respondents often identified underlying system limitations as barriers to effective data exchange. These include both legacy infrastructure and integration challenges.

Commonly cited constraints include legacy systems, incompatibility between systems, lack of integration between EDI, ERP and other planning systems, and lack of industry wide Master Data.

Uncertainty around responsibility for data assets also emerged. Respondents cited ownership confusion and the lack of clarity around who owns and maintains specific data elements.

These responses point to deep-rooted industry issues which extend beyond individual terminals or carriers. Even where organisations invest in modern systems, investments often fail to deliver wider benefits because they are not aligned with how partners exchange and manage data.

Digital data sharing between terminals and carriers continues to lag behind other parts of the maritime sector, in part due to structural inconsistencies across the port ecosystem. One reason for the lack of digital advancement is the diversity of global port infrastructure and operating environments.

Some well-funded terminals operate sophisticated digital systems and increasingly automated yard processes, but most ports worldwide rely on older technologies, manual processes, or customised terminal operating systems whose standards fall well below those of modern platforms.

The lack of standardisation is another key structural barrier. Different terminals use different EDI versions, work with incompatible data definitions, or follow local processes that make it difficult to achieve widespread consistency.

Market fragmentation means carriers have to deal with a range of formats and messages, each requiring its own translation or manual intervention.

Without shared standards, attempts to improve data exchange struggle to scale, and they often end in poor interoperability, inconsistent data quality, and operational inefficiencies.
